Abstract
In fact, the demise of Shaykh Rashid al-Maktum of Dubai was followed by an orderly transfer of power to his successor and an attendant cabinet reshuffle. In a move described as a training program agreed upon previously, a joint US-U AE refueling maneuver was hastily organized in July at the UAE’s request. Henceforth, a policy of assertiveness gradually replaced appeasement and moderation. The Gulf crisis, by exposing the UAE’s total dependence for its survival on the West, dictated a change of policy with regard to the coalition’s leading countries, particularly the US. The death in October at the age of 76 of Shaykh Rashid Ibn Sa’id A1 Maktum, ruler and founder of modern Dubai and prime minister of the UAE, was marked by a smooth transfer of power. The UAE seemed satisfied with the cabinet reshuffle and with reliance on traditional Majlis methods of reflecting public opinion.
