הספר עוסק בהגדרת המוגבלות כתופעה חברתית ולא פרטנית. המחברים טוענים שמעמדם המוחלש של אנשים עם מוגבלויות הוא תולדה של דיכוי חברתי וקולקטיבי, ושלמדיניות חברתית יש תפקיד בהבניית בעיית המוגבלות.
