Abstract

In this paper, a new travel time-based traffic signal control is developed and examined. Following the application of a decentralized approach, which requires only local information in order to offer proper phase duration, the control strategy aims at maximizing the throughput. Three issues with previous works of the queue-based max-pressure controller have been tackled: (i) infinite link capacity, (ii) non-fixed phase sequence, and (iii) the queue model neglects the spatial distribution of the queues. An unprecedented cyclic time-based max pressure control is compared with existing cyclic queue-based and time-based max-pressure schemes. As a result, the newly proposed time-based approach offers better fairness and better decision-making.
