Automation and Remote Control, 2009, Vol. 70, No. 7, pp. 1190-1205) is extended to the networks with delayed couplings. In the contrast to the existing papers the case of incomplete control and incomplete measurements is examined (both number of inputs and the number of outputs are less than the number of the state variables). Delay independent synchronization conditions are provided. The solution is based on passification in combination with using Lyapunov-Krasovskii functional.",
