Abstract

Background: The issue of rehabilitating released prisoners has been central in Israel since the establishment of the State. However, criminological-historical analyses have not yet been carried out to examine the development of released prisoner rehabilitation policy and the discourse that accompanies it.Aims: This study aimed to characterize the attitudes and discourses regarding rehabilitation of released prisoners from the establishment of the State of Israel until today. The research sought to examine the processes, narratives, attitudes, and perceptions of policymakers in the field.Method: Content analysis of policy documents, which included: Archival documents; legislative material, guiding Supreme Court cases, and reports of professional committees.Main findings: Four major themes emerged, and can be located along a chronological axis: Until the 1980s, the discourse was characterized by support for the released prisoner, and the prisoner’s conceptions were based on the medical model. The 1980s and 1990s were characterized by organizational institutionalization, and by re-integrative community rehabilitation programs. In the early 2000s and from 2006 to the present, the policy and discourse were accompanied by mandatory supervision and rehabilitation. The discourse emphasized risk, and the concept of rehabilitation was justified and framed as a utilitarian tool as well as a means of reducing risk and increasing economic efficiency.Conclusions: In Israel, there have been narrative and practical transformations in the policy of rehabilitating released prisoners. Despite this, there has been consistent support for rehabilitation of released prisoners. In addition, it has been found that the policy of rehabilitating prisoners is in line with the discourse that accompanies it.
