Abstract

Back ground: Since the 1990s and up to the present day, a growing trend has been observed in Israel's health promotion intervention programs. As a natural continuation in 2015, Israel joined the United Nations and adopted the "2030 Agenda for Sustainable Development Goals(SDGs)", which prominently featured the implementation of goals in the fields of health and sustainability. During the 9th World Health Promotion Conference held in Shanghai in 2016,global health promotion entities declared for the first time that well-being and health are essential requirements for SDGs, and that health needs should be advanced through action plans encompassing all objectives and achieving political commitment. However, the latest report (2021) indicates a lack of practical implementation.Objectives: 1) To map out the health promotion programs implemented in Israel since 1986and examine how the five areas of action have been employed through health promotion intervention programs; 2) To identify how the SDGs defined by the United Nations are manifested in Israel's health promotion intervention programs.Methods: A qualitative constructivist research approach based on content analysis was employed, utilizing triangulation of information sources including reports from government ministries, NGOs, the UN, the World Health Organization, websites, and scientific publications.Findings: Between 1986 and 2022, a total of 67 programs were conducted in Israel, which categorized as intervention program for health promotion. The majority of these programs focused on smart nutrition, physical activity, reducing health disparities, education, and lifestyle promotion. Among these, only 40 programs (~60%) underwent assessment, with 12programs indicating the evaluating factor. Regarding Ottowa Charter adoption, around 60%of the programs referred to the fourth principle - strengthening personal skills development.Concerning developmental goals, most programs (95%) addressed the third goal - promoting health and quality of life for all ages.Discussion: In our era, change is a constant state. Numerous forces influence human life, such as accelerated processes of urbanization, new technologies, climate change, aging populations,and more, all of which may pose risks to public health and exacerbate its vulnerabilities. Health promotion inherently offers means to achieve SDGs and presents a comprehensive model for integration among governments, diverse sectors, disciplines, and the public. In light of the findings of this research, it is imperative to unite forces and enhance collaboration to attain broad political commitment that aids in realizing health and sustainability goals together.
