Abstract
This article will deal with two fatwas of Sheikh Ahmad al-Raysuni, the Head of the International Union of Muslim Scholars; through these fatwas the Sheikh allowed Muslims all over the world to visit Jerusalem, and he called for the Israeli Arabs to participate in the parliamentary elections to the Knesset (Israeli Parliament). These fatwas apparently contradicted those issued by Yusuf al-Qaradhawi, who led the same organization until 2018, and was replaced by al-Raysuni. The article will discuss the revolutionary change that al-Raysuni’s fatwas reflect, and deals with the reasons and circumstances that led to the changes made by al-Raysuni. The article claims that the basic argument between al-Raysuni and al-Qaradhawi regarding Hassan al-Bana’s conceptual legacy, is which crystalizes their fundamental debate on these issues – visiting Jerusalem and participation in Israeli elections.
