Abstract
פרק 4 עוסק בשלטון המקומי כיחידת ניהול, וחיבר אותו איתי בארי. פרק זה מתייחס לרשות המקומית הן כאל גוף שלטוני, שהמדינה מסדירה את פעולתו, והן כאל תאגיד שירותים וגוף המממש את צרכיה של הקהילה המקומית. הפרק מציג מושגי יסוד, מבנים, תהליכים ותמורות המאפיינים את המינהל המקומי (Local Administration) ואת הניהול המקומי (Local Management). כגוף הפועל בשם הקהילה המקומית, השלטון המקומי אמון על ניהול שירותים ופעולות שלטוניות, והפרק מתמקד באופנים השונים שבהם הוא עושה זאת.
