Abstract
בישראל, בניגוד למדינות המערב, המדינה אינה מכירה בחשיבות שיקולים של בטיחות וסביבה במתן רשיונות לחיפוש והפקת נפט. הגישה פה היא שיוזמה לפיתוח אנרגיה בים צריכה להיות בידי יזמים בעוד שיש מדינות הרואות חובה לבחון בעצמן השפעות סביבתיות לפיתוח ולהטמיע אותן. לדעת המחברים המצב חייב להשתנות וכך יהיה למדינה אפשרות לתכנון ארוך טווח ופיתוח בר קיימא.
